On April 11, the provincial government convened a video teleconference on the construction of the rule of law government in Yunnan Province in 2018. Provincial Party Committee deputy secretary and governor RUAN Chengfa attended the meeting and made an important speech. The meeting was chaired by Vice Governor Zhang Guohua.

At the meeting, the appointment ceremony for the fifth provincial government legal counsel was held. The provincial government secretary Yang Jie read out the "Decision of the Yunnan Provincial People's Government on Appointing Legal Counsel to the People's Government of Yunnan Province", and Governor Yan Chengfa offered the letter of appointment to the representative of counsel. Professors YANG Shilong and LI Wanlin of Kunming University of Science and Technology Law School, Yunnan Provincial Institute of Local Legislation were appointed as legal counsels to the provincial government, and associate professors SHU Min and Dr ZHOU Yuan were appointed as assistant of legal counsel of the provincial government.
